Bylaws & Mission Statement
The governing principles and formal structure of the US4A cooperative.
United States 4 All exists to strengthen America's social capital through cooperation, creativity, and community enterprise. We advance three simple beliefs:
- A Cooperative Republic that prizes civic respect and shared responsibility.
- A Cooperative Economy that keeps value local and transparent.
- The conviction that Respect Is the New Revolution — a principle strong enough to rebuild trust.
US4A operates as a social-capitalized cooperative, meaning every participant contributes to collective good while retaining full personal freedom.
Open to anyone who upholds respect, inclusion, collaboration, and cooperation.
Guided by transparency, fairness, and community input. All members in good standing are eligible to vote on cooperative matters through a secure online system.
Proceeds from store purchases, memberships, donations, and production services sustain creative production, local partnerships, and operational costs.
Our success is measured in strengthened communities, not quarterly profits.
The term "members" includes individuals, non-profit organizations, privately and publicly held companies and corporations, associations, and other organizations. Each approved member receives a unique alphanumeric identifier.
The term "cooperative" refers to the United States 4 All Cooperative (US4A), a diverse body of individuals, non-profits, companies, and organizations committed to collaborative engagement. Any potential member unwilling to engage collaboratively shall be discouraged from applying.
Voting is conducted by popular vote. Eligible voters are members documented as legally legitimate and in good standing with the cooperative, regardless of geographic location.
All voting takes place via a secure online system with two-factor authentication. Each member receives one vote per item. Attempts to vote more than the allotted amount result in immediate account restriction and investigation.
Disputes must be submitted online with a detailed explanation and verifiable evidence. Repeated filings without sufficient evidence may result in suspension.
- Election of board members and executive managers
- Amendments to these bylaws
- Financial decisions exceeding 20% of total cooperative assets
- Changes to any fees affecting members
All members are expected to conduct themselves with respect. The cooperative embraces diversity and inclusivity regardless of race, ethnicity, disability, religion, sexual orientation, or gender identity.
- Everyone is human first and must be treated equally. When differences arise, members agree to communicate, compromise, and find common ground.
- Conduct shall not be judged based on gender, religion, sexual identity, age, race, nationality, or disability.
- If parties cannot reach resolution, a neutral third-party arbiter shall be used. Violence, segregation, and discrimination are not tolerated. A three-strikes rule applies.
- Freedom of expression is protected. The intentional spread of false or misleading information is not. Offenders must retract, correct, and clarify any deceptive narratives.
- The right to protest and rally is recognized. Disruption does not mean destruction, nor does it justify financial or physical harm.
US4A stands for cooperation and community. We hold that:
- Freedom of expression does not include intentional deceptions, lies, omissions of facts, slander, defamation, or propaganda.
- No one religion shall be represented in the cooperative or take precedence over another.
- Equal due process must be upheld. No individual may manipulate facts to escape accountability.
- Access to legal resources must be equal, regardless of financial status.
The 250/1 Covenant Initiative
The 250/1 California Citizen Covenant is the external-facing application of Article III of these bylaws and the cooperative's core mission. It translates the Code of Conduct's principles. Civility, honest dialogue, accountability, and protection of democratic institutions, into a specific, public agreement between candidates for Governor of California and the citizens they seek to serve.
Where the bylaws govern how US4A members relate to each other, the covenant asks the same standards of those who seek public office. It is administered by US4A, carries no partisan affiliation, and is free to be adopted by any state community choosing to hold their own candidates to the same standard.
